- Mayor’s Report
Thank you to the American Legion and VFW for the Memorial Day ceremonies        conducted. Congratulations to Eagle Scout recipients from our town. Gave an            update on the process of cleaning up Barnegat with the assistance of our Code                     Enforcement Office. Concerts at the Dock have begun and want to invite you all    to join us every Saturday night, then starting in July they will be held every      Sunday night also.
- Committee Reports
Al Bille – I attended the memorial service at Gazebo Park and then the parade to     celebrate Memorial Day. Also, I attended the very nicely done scholarship    program at the high school. Bottom Dollar foods seems to be a good fit for the     grocery store property currently available. Update on the Buy in Barnegat  program, by residents using this program they saved roughly $10,000 in        discounts, a survey   was sent to merchants to improve the program. The old            Sweet Jenny’s property (Route 9), we have an interested party, Denny’s Family        Restaurant. Report read and made a part of these minutes.
S. McCabe – I am pleased to announce that the Walters Group will be            responsible for the cost of constructing the sidewalk near the American Legion        building, while the Township will be responsible for obtaining construction permits. Since Walters will already be constructing the sidewalk at their property,     the affordable housing units on Route 9, they will extend it an additional 200’ to      accommodate this work. Substantial work needs to be completed in 2013 in            order to maintain our Town Center designation. Township Services: special emergency appropriation needed for the continued effort associated with the    Township’s initial Plan Endorsement. It is essential that this work be fully and          properly funded to protect the Township’s investment in this comprehensive  planning process. This Plan endorsement places the community in a strong           position to promote smart growth whether residential or commercial. Township           Committee meeting protocol: it is important that the rules of public meetings be     applied and enforced. With this fair and equal allocation of time all members of        the public will be entitled to a respectful and deserving period of time before the      Township Committee. Report read and made a part of these minutes.
M. Lisella – I would like extend my sincere appreciation to the VFW and the                         American legion for supporting the Memorial Day services and parade, it is very                                  important to recognize the ultimate sacrifice made by some so that all can enjoy                           the freedoms we have today. I also had the privilege of attending the annual                           scholarship at the high school. I experienced the joy of seeing so many                                        deserving students receive scholarships to help offset the cost of higher                                             education. Report read and made a part of these minutes.
E. Taylor – Robin Hood Foundation: applications for financial assistance to help                       victims of Hurricane Sandy are now available on our website and in the Municipal                      Clerk’s Office. State Financial Assistance: the State recently announced two                         new programs that furnish grants for primary home reconstruction. Municipal                                 website: the Township has rolled out its new and improved municipal website;                                 this is a work in progress as we continue to expand upon the information readily                          available at the website.  Report read and made a part of these minutes.
- Administrator’s Report
I urge any and all residents who think they qualify for the prior mentioned grant           programs to apply now, they are time sensitive. With regards to the Municipal  Dock: work is proceeding, and we are very pleased with how the work is being         completed between the Public Works Personnel and the contractors, it is built to  last. Administrator explained ordinances and resolutions on this agenda with      detail.

Motion to open Public Comment: E. Taylor               Second: A. Bille
All are in favor
Â
Frank Pecci – 11 Hemlock Dr: clarified what he mentioned at the previous    meeting. On this agenda, I would like to see a budget; we are bonding for items            to make our budget look good. The bonding for paving of streets; aren’t the    residents of Taylor Lane due for an improvement?
Marianne Clemente – 565 E. Bay Ave: I also would like to see a budget. Admin:      the Township is currently working on finalizing with the auditor this week.
Alice Heinz, Frank Gambino & Dave Giannitis of Mirage: presented donation for      dock in the amount of $500.00 for a bench.
Jake Taylor – 106 Newark Road: my activity with the Food pantry; the residents        of Mirage are our biggest supporters through the town. Resolution 2013-274      how much is engineering fees? Admin: none. JT: only 15% should go towards     fees. Bond Ordinances should be posted in public view, so we know what they    are intended for. Affordable Housing PILOT program how will you figure the  taxes for this to cover the cost of the students into our schools. Admin: We do      not collect taxes it is a PILOT (Payment In Lieu Of Taxes) based on the revenue         generated.
Vince Green – 89 Sandpiper Road: we were promised a basin to be cleaned, it       has not been done. Admin: Public Works has been notified of the maintenance       needed. I do not agree that the Buy in Barnegat program is successful.
Ray Leszczak – 116 Redwood Drive: Last meeting I mentioned about “fracking†      for natural gas would be quite a hazard for our state.  Towns have lost their     water supplies to the chemicals derived from this process. This town could         become a ghost town if this is allowed. SM: what position do you think the town   holds if the Governor has already vetoed this process in the state? RL: I am  looking for more of a public voice to ban this.
Mike Howard – 22 Birdsall St: the cones and the bridges? Admin: we are waiting   on a response from the County. MH: The trees on E. Bay? Admin: they will be            planted. MH: the ambulance we are bonding for, wasn’t it wrecked? Admin: that         was the command vehicle; the ordinance is for an ambulance.
Toni Carrea – Old Brookville Road: thank you for the work you did at Johnson’s        Pit. What is happening on West Bay Avenue? Utility poles are marked? Mayor: I   believe they are installing new poles to make the wires higher. W. Bay Avenue    end; the water is ponding there since the construction of the new configured     intersection at Route 72.
Gordon Sangree – 498 N. Main St: dental office on Route 9, I wanted to expand       my parking lot, the Planning Board requested that I improve the curbing and    paving at the frontage of my properties. In between those two is an 80’ section          owned by the Township. The improvements are required to connect these           sections. My property will not be developed at the frontage of Route 9. There is       no pedestrian traffic on that side of the roadway, and south of me will not be       developed since it is wetlands. SM: I would like to advise the committee that the NJDOT has instructed the doctor that he needs to install sidewalk and curbing           with appropriate drainage. This request will include the 80’ section owned by the            Township. You want the township to put in their section. Or put a nominal fee           into the pedestrian fund and have the township take care of it entirely? I present        to the committee that we would need to discuss this and take this matter under   advisement. We will have an answer at our next committee meeting.
Matt Robidoux – 108 Ravenwood Blvd: addressing Len: you are doing a great         job as Mayor. I checked my Nixle and saw that the sirens last week were about           the test at the nuclear plant. The township website is very nice. When will the        TV channel be available? Admin: once we get the website in order, we will         address the local access channel.
